FuelCell Energy Earns Near-Perfect PJM Capacity Accreditation, Reinforcing Value for Data Centers

A recent PJM interconnection assessment gave the submission for a planned FuelCell Energy Block system a 99.873% rating through PJM’s unit-specific Effective Load Carrying Capability (ELCC) process. In plain terms, that means PJM may count almost all of a 100 MW FuelCell Energy system as dependable capacity—about 99.9 MW—when evaluating resources available to support grid reliability in the 2028/29 Reliability Backstop Procurement auction. Project owners and operators can strengthen project economics when PJM recognizes more of their installed capacity as dependable and eligible for capacity-market value.

What Is Effective Load Carrying Capability (ELCC)?

Effective Load Carrying Capability, or ELCC, is a methodology used by PJM to assess the reliability contribution of different power resources. Rather than focusing solely on nameplate capacity, ELCC evaluates how likely a resource is to perform during critical grid conditions.

As the power mix evolves and includes more intermittent resources, ELCC has become an increasingly important measure of reliability. Resources, such as FuelCell Energy’s patented technology, that can consistently deliver power during periods of peak system stress generally receive higher accreditation values, while resources whose output is dependent on weather or limited-duration energy storage may receive lower ratings. In simple terms, ELCC reflects how much of a resource's capacity PJM believes can be counted on when reliability is most critical.
